1,988 Families Became Homeowners Through the Rent-to-Own Mechanism in January–September 2025

In accordance with the Decree of the President of the Republic of Azerbaijan, H.E. Mr. Ilham Aliyev, dated January 25, 2019, the implementation of the rent-to-own mechanism by the Mortgage and Credit Guarantee Fund continues successfully, with the aim of improving the housing conditions of citizens whose personal savings are insufficient to purchase housing. As of October 1, 2025, a total of 8,245 citizens or families have improved their housing conditions through this mechanism, of which 1,988 contracts were concluded during January–September 2025. More than 58% of those who became homeowners through the rent-to-own mechanism are young people and young families. To date, within the framework of the rent-to-own mechanism, the Fund has provided apartments to citizens in 17 residential complexes — 8 in Baku, 6 in Absheron district, and 3 in Sumgayit city. The offered apartments are located in residential complexes with large courtyards suitable for recreation and in close proximity to key infrastructure facilities such as schools, kindergartens, and healthcare institutions. All apartments are newly constructed and have been renovated using modern building materials. They are equipped with heating systems (including combi units), as well as water, gas, and electricity meters. Ownership rights to these apartments have been officially registered.
