Irregularities were identified in public procurements for the past year

Last year in Azerbaijan, significant discrepancies emerged between contract prices and the previously calculated estimated prices in public procurements. According to FED.az, this was stated in information from the Chamber of Accounts. Thus, in 1,545 procurements, the final protocol price was 20–30% lower than the estimated price. The total value of these contracts amounted to 533.6 million manats, with a difference of 172.1 million manats. In 1,133 procurements, the difference ranged between 30–40%. Here, the contract value was 221.4 million manats, while the discrepancy was 111.3 million manats. In 755 procurements, a 40–50% difference was observed. In these contracts worth 64.2 million manats, the discrepancy amounted to 50.8 million manats. Finally, in 796 procurement contracts, the price difference exceeded 50%. Although the total value of these contracts was only 42.6 million manats, the discrepancy reached 83.4 million manats, which is almost double the estimated value. Last year, 2,259 procurements were canceled in Azerbaijan, accounting for 23% of all tender-based procurements. The estimated value of these canceled procurements was 750 million manats, equal to 14.4% of the estimated value of procurements that were completed. The 2024 procurement report also noted that in some cases, procurements planned under the 2025 state budget were included, raising questions about the accuracy of reporting. Source: FED.az
