Public Discussion Held on Improving the Business Environment for Entrepreneurs

A public discussion was held to improve the business environment and modernize business infrastructure within the framework of ongoing urban redevelopment efforts. The event focused on the impact of urban planning reforms on entrepreneurial activity and the creation of modern, functional commercial spaces.

Organized by the Public Council under the Small and Medium Business Development Agency (KOBIA), the discussion titled “Improving the Operational Environment for Entrepreneurs and Modernizing Business Infrastructure” brought together representatives of relevant government institutions and nearly 100 entrepreneurs operating in the trade sector.

Emin Dostiyari, Chairman of the Public Council under KOBIA, emphasized the importance of understanding entrepreneurs’ perspectives during urban planning processes, noting that public discussions contribute to decision-making and support the formation of a more favorable business climate.

Orkhan Mammadov, Chairman of the Board of KOBIA, highlighted the need to modernize business infrastructure in light of the new urban development model. He noted that the updated system creates new opportunities for entrepreneurs to operate in more functional, safe, and modern commercial spaces, and KOBIA continues to provide organizational and informational support during this transition.

Anar Rzayev, Chairman of the Board of the Azerbaijan Land Transport Agency (AYNA), provided information on updates aimed at regulating urban transport and cargo flows. He stated that the bus terminal operating in the Absheron Trade Center currently serves over 700 passengers daily through approximately 115 routes covering nearly 30 directions, including Salyan, Neftchala, Astara, Lankaran, and Shirvan.

Movsum Huseynov, Deputy Director of the Baku City Trade and Services Department, briefed participants on the modernization of trade and service infrastructure in the capital, emphasizing the provision of alternative operating conditions for businesses during renovation of existing commercial areas.

Emin Shirinov, Director General of the Azerbaijan Business Development Fund (ABIF), stated that the Fund provides various financial support mechanisms to entrepreneurs operating in priority economic sectors and is ready to support projects that enhance the business environment and promote a competitive economy.

Pärvin Safaraliyev, Deputy Chief of the Main State Traffic Police Department of the Ministry of Internal Affairs, spoke about measures taken to reduce congestion caused by intensive cargo transportation, regulate traffic flows, and ensure safe driving conditions.

Mammad Agayev, Advisor to the Executive Director of the Azerbaijan Insurers Association, discussed the importance of risk management and insurance within the renewed business infrastructure.

Finally, Erhan Topkaya, a representative of the Absheron Trade Center, delivered a presentation on the opportunities the center provides for entrepreneurial activity. The session concluded with entrepreneurs’ questions and proposals.
