The Most Active Entrepreneurs of 2025 Have Been Awarded

In 2025, the “Dayaq” Award was presented to 17 business entities distinguished by the application of innovative and modern approaches, production of export-oriented goods and services, active investment activity, and contribution to employment generation.

An award ceremony honoring the most active entrepreneurs operating in various sectors of the economy in 2025 was held under the slogan “The Power Is in Your Business”. The event was organized by the Small and Medium Business Development Agency (KOBİA) with the support of the Ministry of Economy of Azerbaijan. More than 300 entrepreneurs, startups, representatives of business associations, members of parliament, and officials from government institutions attended the ceremony.

The event began with the performance of the National Anthem of the Republic of Azerbaijan and a minute of silence in honor of the martyrs who sacrificed their lives for the country’s territorial integrity.

Minister of Labor and Social Protection of the Population Anar Aliyev stated that the development of entrepreneurship makes a significant contribution to job creation and improving public welfare. He emphasized that as a result of five social reform packages implemented since 2018 under the leadership of President Ilham Aliyev, the number of employment contracts increased by 45%, or 595,000, with 92% of this growth attributed to the private sector. Between 2018 and 2025, the wage fund increased 3.2 times, including 3.6 times in the non-state sector. During this period, more than 2.1 million people were covered by active employment measures. The Minister also highlighted the establishment of a sustainable social partnership system, the signing of the General Collective Agreement, and the successful operation of the Tripartite Commission on Social and Economic Affairs.

First Deputy Minister of Economy Elnur Aliyev provided information on the economic outlook for 2025 and private sector performance indicators. It was noted that reforms implemented under the President’s leadership have improved the business environment, enhanced competitiveness, strengthened international credibility, and created favorable conditions for attracting foreign investment. The non-oil and gas sector grew by an average of 6.7% annually in 2021–2024 and now accounts for more than 70% of the economy, while the private sector’s share stands at 81.4%. The role of businesses in the reconstruction of liberated territories and the “Great Return” process was also emphasized.

President of the National Confederation of Entrepreneurs (Employers) Organizations of Azerbaijan Mammad Musayev and Chairman of the Board of KOBİA Orkhan Mammadov shared their views on the growing role of SMEs in sustainable economic development and the importance of public-private cooperation.

During the event, the “Dayaq” Awards were presented to 17 successful business entities across various categories. A panel discussion titled “2026: Challenges for SMEs” was held, the winners of KOBİA’s 7th grant competition were introduced, and successful entrepreneurs shared their stories while startups showcased innovative projects.

It was noted that the “Dayaq” Award, established by KOBİA in 2022, has been presented for four consecutive years to recognize entrepreneurs’ contributions, promote entrepreneurial thinking, and further strengthen cooperation between the public and private sectors.
