According to the relevant Resolution of the Cabinet of Ministers, the “General Development Plan of the City of Kovlar until 2040” has been approved.
The document, prepared on the order of the State Committee for Urban Planning and Architecture, is the first strategic development concept for Kovlar and aims to create a modern and comfortable living environment, preserve agricultural lands, and maintain historical identity.
Located in the Tovuz district, Kovlar has held city status since 2012. According to the approved plan, the construction of new residential areas will begin in 2027. In particular, old buildings in the city center will be demolished and replaced with modern residential complexes of 5 to 8 stories.
Forecasts suggest that by 2027 the city’s population will reach 17,000, and by 2040 — 20,000 people. Accordingly, the housing stock will increase by 1.5 times, and the living space per capita will rise from 20 to 25 square meters. A total of 192,000 square meters of new housing is planned to be built, of which 117,000 square meters will be part of the first phase. The new housing stock will primarily consist of low-rise apartment buildings.
At the same time, there are plans to expand the social infrastructure. For example, the number of student places in schools will increase from 2,544 to 2,910, and the capacity of kindergartens will rise from 170 to 1,200 children — fully meeting the growing demand of the population.
As throughout the country, one of the main priorities here is preserving ecological balance. For this purpose, industrial and transport facilities with harmful effects will be relocated outside residential areas, and the area of recreational zones will be expanded from 8.7 to 19 hectares. These measures are aimed at reducing the environmental burden on the city and improving the quality of life for its residents.
The development of street and road infrastructure is also reflected in the plan. The total length of the street and road network will be extended to 107 kilometers. During the planning process, equal access from all neighborhoods to service zones will be ensured. In the first phase, more than 5 kilometers of bicycle lanes will be built, laying the groundwork for further expansion of cycling routes and the creation of an environmentally friendly transport environment.
A modern logistics center integrated with railway transport will be established in the city. This center will play a key role in receiving, storing, and transporting industrial and agricultural products, significantly boosting the city’s economic circulation.
An increase in Kovlar’s industrial potential is also planned. In addition to the expansion of existing enterprises, eight new industrial facilities will be established. The new industrial zone will contribute significantly not only to the economic development of the city but also to employment growth.
Special attention will also be given to promoting alternative areas such as “green” tourism, ethnotourism, and ecotourism, as well as the creation of modern recreational areas. This will create new leisure opportunities for both local residents and visitors.
